Objectives

After completion of the course the student knows the structure and the central principles of Finnish education system on all levels of education from early childhood education and care to higher education and civic education; Understands the role of global education policies in national and local policymaking and practice; recognises the central actors, actor groups, and the steering mechanisms and powers at play in the education system; has an understanding of the legislation that is central for her/his own degree program can analyse the topical questions related to education policies

Content

The course gives a holistic picture on the Finnish education system and the types of steering powers that govern it. The system is contextualized in an international and transnational policyfield. The contents touch upon issues of the historical development of the Finnish education system; actors in education policy such as political, administrative and other organisations, education institutions and organisations; steering by legislation, economy, ideology, and quality assurance and evaluation.
