Objectives

This course deals with the changing operating environment and service system of the social sector.

Student
• identifies the key factors in the operating environment and service system in the social sector and identifies areas for their development now and in the near future;
• knows the key legislation and administrative principles governing work in the social field.
• is able to critically analyse societal and global changes and anticipate their social impacts.
• is able to utilise foresight data and methods in the planning and development of renewing welfare services.

Content

• the operating environment of the social field and the legislation governing it.
• structure of the social and health care service system and reforms in the near future.
• methods of provision and administrative principles of social services.
• foresight data and its utilisation in service planning.

Assessment criteria, satisfactory (1-2)

The Student identifies and is able to describe the key elements of the operating environment and service system in the social sector and the factors influencing their development. Is able to describe the legislation and administrative principles guiding the work in the key social field. Recognises societal and global changes and weak signals, but shows little foresight and application skills in planning and developing the field.

Assessment criteria, good (3-4)

The Student is able to analyse the components of the operating environment and service system in the social sector and reflect on factors influencing development. Is able to apply knowledge in the analysis of the operating environment of the field and use foresight data, megatrends and weak signals in planning and development work. Knows and takes into account the legislation and administrative principles of the key field in development work.

Assessment criteria, excellent (5)

The Student is able to analyse the components of the social sector's operating environment and service system and critically reflect on factors influencing development. Is able to assess service development needs and opportunities based on foresight data. Is also able to analytically apply the legislation and administrative principles in development work. Demonstrates bold and creative thin-king and a capacity for renewal in the field.
